Playgrounds & play areas in St. Louis, MO

Missouri’s child care rules say mulch under play equipment has to be kept in place and topped up. A turf-over-pad system stays put, and our O’Fallon crew matches the pad to your tallest piece of equipment.

What Missouri requires at licensed centers

Missouri’s licensing rules for group homes and child care centers (5 CSR 25-500.082) require impact-absorbing material in the fall zone under and around outdoor equipment. The rule lists sand, pea gravel, tanbark, shredded tires, wood chips, rubber matting or other approved resilient material, and says concrete, asphalt, carpet, grass or bare soil is not acceptable where children could fall.

The same rule makes the provider responsible for the type, depth and fall-zone area of the material, requires continuous maintenance so it stays in place and keeps its cushioning, and says the play area must have good drainage. Ask your licensing specialist to confirm a turf-and-pad system for your site before you commit.

Why loose fill is hard work here

Mulch and pea gravel move every time a child lands. The CPSC handbook says loose fill needs frequent maintenance, especially under swings and at slide exits, that wet mulch compacts faster than dry, and that critical height can drop in winter where the ground freezes.

St. Louis gets both problems. Lambert averages 41.7 inches of precipitation and about 85 nights at or below freezing a year, and MU Extension says most Missouri soils absorb only about half an inch of water an hour. That means puddled, packed mulch in spring and frozen fill in winter.

How we build it

We excavate, compact a crushed-rock base for drainage, then install a shock pad and turf over it. CPSC says the surface’s ASTM F1292 critical height rating should be greater than or equal to the fall height of the highest piece of equipment, so we size the pad to your tallest structure. For the turf:

  • Malibu Flow 65 needs no infill, so there’s nothing to kick out or track inside
  • Premier Pet Flow 55 for high-wear spots like slide exits and swing paths
  • Tropical Flow 62 for the open play lawn between zones

All are made in U.S.A. and lead & PFAS free, with a 16-year warranty on these landscape turfs.

Questions

Before you get a quote

Is turf by itself enough under a swing set?

No. Turf alone is a play surface, not fall protection. Under climbers, swings and slides, the turf goes over a shock pad whose ASTM F1292 critical height rating meets or exceeds the equipment’s fall height.

Will our licensing inspector accept a turf system?

Missouri’s rule allows other approved resilient material and makes the provider responsible for the type, depth and fall-zone area. Confirm with your DESE Office of Childhood licensing specialist before you schedule, and we’ll share the turf specs and the pad maker’s ASTM F1292 test data for your file.

Can you build for schools and parks too?

Yes. We walk the play area, measure the fall zones, look at drainage and give you a written price for the turf and pad system.

What about a backyard play set?

Same approach at home. We build the pad and turf under the set and can run the same turf across the rest of the yard so kids have one surface to play on.
